Drastic Fluctuations the New Normal in California?


During Independent Technical Panel on Demand Management Measures (ITP) meetings and the whole Model Water Efficiency landscape Ordinance (MWELO) process I learned about the California Urban Water Conservation Council (CUWCC) paper titled “The New Normal”. I think that name is well suited to the change in environmental conditions in California. Maybe its time to reevaluate spending tax dollars on conservation measures and turn attention toward the expensive and time consuming task of increasing reservoir capacity to accommodate the changing modality of precipitation.
